According to the re olution, "the revised guideline will allow qualified homeowner-occupant a better chance to receive. Federal Rehabilitation assistance without th process becoming a cumbersome or­ deal." The revised procedures will also allow for an increase in the eligible amount to be spent on each property from $12,000 to $20,000, changing the allowed rehabilitation amount to 200 percent of the estimated current market val ue as opposed to the 100 percent of the estimated market value approved by the City in Sep­ ternber, 1991. Deferred Loans are issued for a period of five years. After which the lien is released if the homeowner ha met the requirement to live in the home during this five year period.
