Even Condoleezza Rice, former national security advisor to Bush, who spoke so eloquent­ ly about "European" foreign policy, did not promote Black­ oriented i' ues to Bush and hi advi ors. Bu h's dome tic agenda for blacks has been lack­ ing and Haiti has put a dent in his foreign policy accomplishm nts, separating his administration from the BI k cornmunity. Over 30,000 Haitians-enough to populate the metropolitan area of North Miami Beach,' Florida­ have been picked up at sea and returned to their Caribbean na­ tion in the 10 months since the September 30, 1991 military coupe, which caused the democratically-elected Haitian President Jean Beurrand Aristide to be forced 'outside hi country. The boat people of Haiti con­ tinue to seek asylum in the U.S. to get away from the military' control, and there are reports of a growing popular demand inside Haiti for Aristide's return. A second regime has been installed since Aristide's ouster, this one headed by Mr. Marc Bazin. Brazin has been named Prim Minister of Hai ti' s current defac­ to government, replacing Jean Jacques Honorat. His govern­ ment does not eem to have the power to neutralize the army or control the situation. Tbe Aristide government has refused to meet with Bazin as prime minister, calling him a "willing hostage" of an il­ legitimate regime. The Washington Office on Haiti (WOH) said that, "Mr. Bazin is more open and willing to negotiate for a return of corstitu­ tional government that hi' predecessor, However, it i im­ portant to note that he has made repeated attempts to end the i olation of the dcfacto regi me and gain its legitima y without • th return of Ari tide.
