A ource stated that one reason for the appointment w the desire to monitor Dr. Charles Mitchell, HPCC presid nt. Dr. Mitchell received a even per­ cent salary increase the board did not approve earlier this year. He denied he authorized it, but doubts were ex­ pre ed by some members of. the board, including John Holloway, who was then board president. The source also said Mitchell sought reimbursement for expenses that the board did not consider proper.
