A 23-year-old college student
was also concerned about being cut
off from a family insurance plan.
"I hope, Mr. Conyers, that you
will word the bill to include me," she

Maureen Taylor, of the Michigan
Up and Out of Poverty Coalition,
said, "This is the first time that me
aM Mr. Conyers have been on the
same side. I'm glad that a Con
gressman finally has the backbone to
talk about the medical profession
aM about universal health care for us
all."
"JUST BECAUSE someone
lives in poverty, that shouldn't say
that they Shouldn't have the ability to
have health care," she aid. "I think
that my family i just as good as the
Rockefellers and anybody else in
this country when it comes to health
care.

She said, "When was the last time
you asked a doctor, 'What is this pill
you have given me that co ts fifty
dollars a pill?' What did we say to
(Mayor) Coleman Young, when he
took the money away from the public
health nurses in order to put it in that
thing that goes around and around
downtown (the People Mover)?
"We have got to recognize that if
we don't do anything about health
care, we in the state of Michigan are
dead."

to report to the full Board for ap
proval of any final contract amounts.
There are 10 empowered schools
in the district.
Details of what it takes to become
an empowered school were to be
shared at open meetings held two
weeks ago, but little pre-meeting
publicity contributed to poor atten
dance.
According to the definition of
empowerment drafted by Arthur
Anderson and Larry Wilkerson and
Assoicates, at a cost to the schools
of $500,000, empowerment for
Detroit Public Schools "will transfer
control of the educational program .
.. of the budgeting and spending
program.. of personnel resources.
.. �d, of expectation for the student
and parental involvement. "
The new contract to be negotiated
by McGriff with the consultants calls
for a " tate-of-the-art" integrated
data management system which
would address a long list of board
responsibilities now handled by the
central administration including:
budgeting, financial systems, pur
chasing, personnel, payroll, sub
stitute placement, training, property
management, adult ed, testing and
special services.
Rosalind Whitney, press
secretary, said during a phone inter
view followiy the board meeting
that putting these systems on a com
puter ystem would not replace
anyone in the central administration,
simply make the system "more effi
cient."
A group of parents calling them
selves "Black Parents for Quality
Education" have rejected the loose
definition of empowerment adopted
by the board ..
·In its place, the parents are calling
for specific steps to empower the
parents. The parents want control
over hiring principal , teachers and
depanrrnentheads. .
They also said they deserve to be '
given the responsibility to monitor
books, supplies and equipment req
uisitions for their schools and assure
that these orders are promptly filled
and arrive at the school on time.
The parents also want to require
all school personnel live in the city
of Detroit. •
Parents criticized the Board's
$500,000 plan, calling it "shabby,'
insensitive and exclusive of
parents."
