The inmate, Terry Smith, w

ciplinary segregation in February
1989 for violating a rule of the
HaJawa High Security Facility in
Honolulu requiring pri on r to
communicate only in Engli b.
Smi th, a practicing Muslim for
the previous seven years, aid in hi
uit that he was cited for reciting one
of the five prayers that the religion
requires each day.
A prison official ordered him to
remain silent and, when be refused,
charged him with a di ciplinary
violation. The prison said Smi th had
been communicating with another
inmate, DeMont Conner, who was
al 0 speaking in Arabic. But Smith
said Conner was also praying and
