HIGHLAND PARK-The newly
inaugurated Highland Park Mayor
Porter tated that the last ad­
ministration "left our city in a very
critical condition," adding, "It i
imperative that I surround myself
with very-competent, qualified, and
hardworking professionals."
Under the new Porter Ad­
ministration:
- The new Executive Assistant
to the Mayor i Scotty Wainwright.
- The new Finance Director is
Michael Ferris. Porter stated that
both Wainwright and Ferris served
under pa t admini tration , but in
his opinion "were never allowed to
display their skills to the maxi­
mum."
- The new City Attorney is Eric
Daniel.
- The interim Director for the
'Department of Community
Development, responsible for plan­
ning, economic development and
site specific housing activities is
Darwin L. Heard, who worked as
the department administrator be­
tween 1982 and 1988.
The interim Deputy Director
coordinating day-to-day activities
on the broader based neighborhood
rehabilitation programs is Kathy F.
Bagley, former Program. Coor­
dinator for the Department from
1974 to 1.988 and Director of Ben­
ton Harbor's Community Develop­
ment Department from 1988 to
1990.

Jackson, Jr., Memorial
Scholarship Fund drive will
be conducted by the Highland
Park School District, with the
Mothers Club of Highland
Pl!rk as co-sponsor, in the
community's public schools·
Feb. 3 through March 3.
The scholarship is named
for Highland Park' first
Black professional employee,
a counselor and visiting
teacher who served from
1941 until hi death in 1967.
The fund drive under­
writes two $2,500 grants and
three $250 finalist awards for
college expense for High­
land Park Community High
School seniors. Screening,
interview , and election are
done by a school-community
committee.
