Seawood told this paper that his only job is to "develop a workbook" for the Dunlop train­ ing program. He said there had been a prob­ lem "with the machinery" at the plant and it was unknown at thi time wtlat the exact jobs would be. Brayak at first denied her pro­ gram did any applicant selection, saying that it was Dunlop who would do all of the selecting. Upon further questioning, Brayak did admit she had federal guidelines to follow since she was administering a federally funded program. Anderson began by offering a bit of background on the 1986 law pas ed by the legisla­ ture to relieve jail overcrowding. "If our rated capacity, which is 303 prisoners, is exceeded for ten consecutive days, an overcrowding emergency is declared and we have several weeks to try and reduce through natural means, like bond reduction and such, the jail popula­ tion," Anderson aid.
