housing crisis in America,
Congress ha mandated
that to get. federal housing
dollars a city now must
have a plan of action.
That' plan - a Com­
prehensive Housing Arfor­
dability Stra�egy (CHAS)
- must first identify the
housing needs in the com­
munity, thcn identify the
resources and programs
that can be used to address
the needs.
The plan, must be
developed, not. by
bureaucrats sitting in city
hall basements, but after
input from those who are to
. benefit - the poor, low and
middle income persons.
In its rush to comply
with the letter of the law, .
the City of Benton Harbor
seems to mis the spirit. '
On August 5, Com-

questionnaire to 13 agen­
cies who deal with poor and
homeless persons.
Lacy told the Michigan
Citizen that as of August
22, only three agencies had
