Why January 1, 1 837 On this day Anthony Robbins, MD, a lonely staff member on the Committee of Energy and Commerce, the Congres­ sional Committee responsible for much of this nations public health policy and funding, ponders over the future of our nation's health care delivery system from his just released article in the American Journal of Public Heal th, called "Can Reagan Be Indicted for Betraying Public Health?" - Dr. Robbins has outlined Reagan's on-slaught against the public health protections and preventive health services, estab­ lished by nearly e�ery president since Abraham Lincoln. MORE IMPORTANTLY Dr. Robbins reported then that Ronald Reagan decimated health care programs established by previous conservative Repu_blican d­ ministrations such as President Ford, and Nixon, which enjoyed broad . base support among Democrats and Republican. The examples he cited: WIC (Women, Infant and Children), school lunches and many other child nutrition efforts in 1983 which Ronald Reagan cut by one third, and if Congress had followed the Reagan Administrations plan these programs would have been down another third with school children eating ketchup and relish as "Vegetables." High blood pressure control, once a national public health program with remarkable achievements and which significantly improved the overall health status of many African Americans, was reduced to a declin­ ing et-aside" by Reagan's policy makers." Fluoridation and dental health, a small program, but one that carried . it very high benefit-t co t ratio, was ended i 1982 and Reagan proposed leaving only technical sup­ port, and total elimination in 1983. Dr. Robbins further outlined in pregnancy and infant care, "long the mainstay of public health, with strong professional leadership, maternaland child health programs have been relegated to a block gran!_. with funding down over 25 percent. MEDICAID �LIGIBIUTY, an adjunct, has been trimmed." In family planning, Dr. Robbins wrote, "President Reagan tried to , repeal Title X of the Public Health Service Act and, when this failed, he tried to cut its funding by almost 50 percent .. When Congress prevented the repeal and some of the cuts, the Reagan Administration resorted to parental notification rules to di - courage use of family planning ser­ vices by teenagers. Even more alarming was that in immunizations Reagan was so intent on budget cutting. that the first im­ munization proposal from his Office YOU'RE WITHIN THE­ NORMS of Management and Budget (OMB) meant: a smaller and mailer frac­ tion of American children would be Immunized, .
