HIGHLAND PARK - The city of
Highland Par f beefing up its
public safety trength.
In a move that may be a comer
tone in its fety program, Highland
Par recently hired eight laid off
Detroit police officers nd within
two 'Weeks i police academy will
gradu te dditional officers.

Director Emerson defended tho

city police dep rtments are training
grounds; three, the eight trained of­
ficers who e average street patrol is

co t it would have sustained if it had
put them through the academy; and
four, it i unconstitutional to ask of­
ficers to sign agreements whereby
they have to swear allegiance.
"By hiring these eight officers it
saves the city m<mey, " Emerson said.
"We are now up to budget expense."
The Director said his position is
"pro active; not reactive." Which
meaDS, he ld, he observ his sur­
rounding Iocalitie , Detroit, Oak
Park, Inkster and the like, and use
that information and his combiDed
years of police work, to make
decisions.
