John Conyers, Jr. (D-MI), senior member of the Congre sional Black Caucus and Chairman of the House Committee on Government Operations, intro duc d a Joint Resolution de ig nating July 28, 1992 as "Buffalo Soldier Day", commemorating the contributions and sacrifices of African-American troops who were in trumental in forging America's frontier and in foreign interventions. The legislation recognize e .. , forts to con truct a monument to the Buffalo Soldiers initiated in 1982 by General Colin L. Powell, Chairman of the Joint Chiefs of Staff, who at that time was erving as Deputy Com mander of Fort Leavenworth. Few are aware of the fact that the West was won on the backs of .thousands of courageous Black soldiers and cavalrymen, dubbed ' Buffalo Soldiers' by Native American tribes who respect the buffalo for its, courage. The accomplishments of the Buffalo Soldiers merit much more than a simple reggae song and a single episode of a TV western," Conyers said. General Powell, commenting on Conyer's proposal, stated, "The Buffalo Soldiers served with the same sense of duty and integrity as did our Black sol diers in Operation Desert Storm. , th ir ontribution in the taming of the frontier, in the Spanish-American War, and in ny other military operations ar ot well known. In edibly, the e units had the lowes t dese rtion rates in the Army and received 19 in dividual Congressional Medals of Honor. "Even though the Buffalo Soldier erved in the highest tradition of the U.S. military, their proper place 'i n history ha not yet been re co gmze d. To help remedy that, in 1982 General Colin Powcl began the effort to erect a monument to them at Fort Leavenworth, Kan sa. On July' 28, 1992, that monument will be dedicated on a site where the Buffalo Soldiers were housed in tents during the la te 19th and earl y 20th cen turies. Commemoration of that day will give justice to the role the Buffalo Soldiers played in the history of our nation's military," Conyers concluded.
