LEWIS Staff Writet During the April 4 town meeting at St. Benedict's Church, attended by about 70 people, the main topic of dis­ cussion centered on contract talks between the city and Local 41 union members. Included in this discussion was whether Mayor Martha Scott will implement the four­ .day work week that' Circuit Court Judge Marianne Battani ruled on. Currently the city is still on a five-day work week, and Scott indicated when she TVIO, Mi receives the order on April 12, the city will decide what ac­ tion to take. t is, expected that the city will appeal Battani's decision, and Personnel Director Robert Gordon indicated he will submit a resolution to the city council asking for a five­ day work week. Union members were receiving 40-ho.urs pay for 36-hours of work, and they contend that go�ng to five-days would be a s of four-hours pay. Gordon said the city was paying some members 44- hours pay for 40-hours of work, but members present at the meeting said no one was receiving this amount of pay. Currently Local 41 is without a contract, the city having terminated it in Decem ber. Battani ruled that neither the mayor nor the director of personnel could terminate a contract without city council approval. Local' 41's contract stipulated a four-day work week. THE HEADS OF various city departments were present to answer questions and give an update on their department's actions. One issue which received a lot of time was code enforce­ ment and inspection of houses. The city is now enforcing com­ pliance with housing codes, partly in response to the threat of fire in the city's older wood frame omes. Inspectors will only inspect the exterior of city homes, and citizens are expected 0 bring their homes up to code. LEWIS Staff Writer· Dormant for about three months, the Highland Park Neighborhood Coalition (HPNC) revealed plans for im­ plementing it's "Highland Park: Drug Free by 93" program, during a meeting at Highland Park Community' College last Wednesday. City Councilman Frank Ross said the lull in ctivity was due to finding out whether the organization would be funded, e- ho1id ys.· ad 'the postponement 'of a seminar.' Ross revealed that a grant request was turned down and the organization would have to look elsewhere for funding. Although now without funding, Ross said the HPNC was going to literally; launch the progra with a formalized structure that entails identify­ ing drug houses and working with the courts to obtain evic­ tions of drug dealers from these houses; BEFORE THE meeting con­ vened Ross and Highland Park Public Safety Director Mar­ shall Emerson went over the HPNC's proposed strategy. •. Ross said that Emerson was elated on the approach. Since the HPNC announced its "Highland Park Drug Free by 93" campaign, the Depart­ ment of Public Safety has received nume ro us tips on suspected, drug activities, r esult ing in a considerable number of drug busts, said Ross. The HPNC strategy calls for observation of any suspicieus activity, and using a "Narcotics Activity" form to report the in­ formation to public safety, Emerson wants the forms to go directly to his office to in­ sure confidentiality, and im­ mediate action on the informa­ tion given.
