Muskegon Billy Ray Scott honored By Mary Golliday Billy Ray Scott, Angell Elementary School principal in Muskegon was honored recently at the school auditorium by stu­ dents and former students. He thought he was just going to answer questions about Black History. He didn't know it was a tribute to him.
