Manning stated the major problem they arc having now in the enforcment of the loitering ordinance, is the overcrowding of the jails. Wysinger said there will alway be drug problem in the City of Benton Harbor, because the jail is over­ crowded, not enough police officer, too much drugs and the dealers are too slick.
