'Slilff IUpon�r A report distributed by the Detroit City Council Youth Advisory Commission revealed there i a significant difference in utilization of so­ cial ervices between the East and We t sides of Detroit. During a two-wee study period in 19 9. conducted by Dr. Marilyn Flynn of the Unive r ity of Michigan School of Social Work, it was revealed 213,604 youth in Detroit and Out- Wayne Coun­ ty were receiving some type of welfare benefits. Of all youth receiving these benefit. 172 455 were re i­ dents of Detroit. The majority of Detroit youth on welfare were Black at 95.3 percent.
