Saying investments are avail­
le if the public and private

munity goals, suggest respon­

most important, show coopera­
tion between the different levels
of government and within City
government itself,": Richie'
urged the Chamber to help that
process.
Richie, Who also serves as
Chairman of DEVCO, an­
nounced that J onna Corp. is
"truly interested in providing a
shopping center at Manchester
and Woodward, by "coordinat­
ing" the successful application
of a $S million UDAG and es­
tablishment 'of a Tax Increment
Finance District for the
p-oposed center.
DEVCO is searcldng foe ad­
tional funds to make the center
possible, he said .
Noting that more than 400-
businesses exist in Highland
Park, Richie said research
shows that it is the existing busi­
oesses that serve as a base for
expansion.
He said DEVCO had made
five loans tota1nDg $400,000 to
city firms creatiDg 81 DCW jobs
and keqUg S7�<*.
Richie pledged DEVCO'
support for the Outmbcr in busi­
ness outreach.
Both the Chamber and
DEVCO are working with
Mayor Martha Scott aod the city
to develop a Strategic Plan foe
the city, he reported.
In closing, he challenged the
Chamber suggesting, • we ac­
cept responsibility for the suc­
cess or for the failure of our
community. And it is in the ac­
ceptance of responsibility for
failure that the real scope of our
challenge begins to take shape.
