81 c College targeted for Increa ed - federal· recruitment WASHINGTON. D.C.-In a move that coincided with the national observance of Hi ory Month, Office of onnel Management Direc­ Const nee B. Newm n launched government-wide effort to step up recruiting at Historically Blac Colleges and Universitie (HBCUs). "As we move toward the 1 t century," s id Mrs. New­ man, " The fine young people who graduate from our nation's Hisorically Black Colleges and Universities will continue to provide our public service with an outstanding pool of talent and dedication. It is as important now as it ever has beven that minority­ oriented institutions of higher learning upply our n tion with dedicated and capable public servants." President Bush la t April 28 igned Executive Order 12677 directing that OPM develop programs to increase participa­ tion of students from Black colleges and.universities in the workforce. In implementi ng this Pre idential directive. OPM ha called on all federal agen­ cie to e tablish and maintain an active college, relations pro­ gram. Also. OPM 0 has propo ed that federal agencies keep HBCUs motion a wide range of recruitment strategies to attract students to public crvicc. Other on-going programs that are to bri ng minori ty stu­ dent into the workforce in­ clude the Cooperative Education Program and the Federal Junior Fellowship Pro­ gram. In addition , OPM is ex­ panding its outreach Presiden­ tial Management Intern Program. The federal commitment to HBCU tudents comes at a time when there is a growing concern over the 32.4 percent­ age rate unemployment of Black youth. There i al ·0 recogni tion of a . nonage of young people in the education- I pipeline to fill the high­ skill position in our future workforce.
