The Commission on Minorty Business Development es­ tablished by public Law 100- 656, the Business Opportunity Development reform Act of 1988. It has its mandated pur­ pose the review and assessment of federal programs intended to promote the development of minority business, and the determination as to whether tho e federal programs are meeting their objectives. The comission will issue reports to the President and Congress, submitting an interim report by December 31, 1990 which will describe the review and evalu tion methodology employed by the Commission in carrying out its or and in­ dicating tho e changes in the or regulation ich should be considered immediately. The Commission's final report will be issued by December 31, 1991. The Commision's specific purposes are to: - Study the efficacy of all federal programs intended to promote minority business development. - Review the overall effec­ tiveness of the Small Buiness Administration's (SBA) Minority Small Business and Capital Ownership Develop­ ment programs. . - Examine whether SBA and other agencies can take steps to broaden the base of 8 (a) contractors. - Examine whether the range of firms entering the program is compatible with business opportunities for com­ mercial success after gradua- tion. .
