Dr. Goodwin is responsible
for implementing President
George Bush's Executive Order
directing the heads of 1:1 federal
departmen and agencies to in

tion in government sponsored
programs and projects.
Before his appointment in
August, 1989, Goodwin had
been active in higher education,
the Blac press and church. He
was assistant deputy chancellor
of the Texas A&M University
system and associte vice-presi
dent of- Prairier View Stale
University in Houston. Good
