Wysinger told the commis­ sion that this problem has been going on ev r since the weather has been h enough to wash cars. "I have br ught this matter to the City Manager, City Attor­ ney, Water Department, check­ ing to see if he h d a delinquent water bill," he said. "The man can wash three (3) cars and pay his water bill", Wysinger id, and "everything else for profit." Wysinger made a motion to . make it legal that, everybody else in the city hould be able to u c the water for commercial use and for profit. Commissioner Ralph Cren­ shaw aid the motion was out of order and the motion died for lack of support. � Mayor William Wolf said the City, Manager Steve Manning had indicated that he had made two trips to the site, trying to catch the gentleman in the act and has not been able to. Wolf told Wysinger that it would be "big help" when the gentleman h a line of car to call the City Manager so he could go out and see for himself. I n other matters, City M nager teve Manning told the commi ion that the u.S. Deaprtmcnt of Housing nd Urban Development were delaying work on Empire Avenue until the agency h cleared up problems. Manning said the city h p- plied for $500,000 in HUD funds for completion of the repairs on Empire Avenue down to the St. Joseph River, but HUD Secretary J Kemp frozen all funds un it the agency' proble are clearned . up.
