study: "Are You on the
Nightline Guest List? - An
Analysis Of 40 Months Of
Nightline Programming."
The 45- page report con­
cludes that one's lilcelihood of
appearing on ightline's guest
list is enhanced by being a white,
make member ot the govern - -
ment, military or corporate es­
tablishment.
The study found that certain
pub lie in terest viewpoin ts
(peace movement, consumer
rights, labor, etc.) were hardly
visible on Nightline. "The nar­
row range of guests," the report
asserts, "makes Nightline a fun­
damentally conservative politi-

The state Department of
Commerce makes many ser­
vices such as the enterprise of­
fice available to business and
sometimes minority business
are unaware of these resources,
she said
"What we do is make
(minority businesses) under­
stand how the system works,"
she said, "We make sure
minority businesses have access
to those services (offered)."
Along ith opening net­
works and educating busines­
sowners, the office also par-
ticipates in a series of conferen­
ces thoughout Michigan, Up­
shaw-Royal said
A major event held in con­
junction with the state depart­
ment is the MO ority procure­
ment Dialogue Conference,
which is sceduled for its eighth
annual meeting on May 15 and
16 in Lansing.

na 'on of the recent Suprem
Court decision on local setaside
programs for minority rums
� the announcement that his
Cdmmittee on Government
Operations will review "ap­
propriate legislative responses"
to lessen the impact of the court
ruling.
n a 6-3 decision, the
Supreme Court found that a
Richmond (VA) set-aside
pr ram, which heltered 30
per cent of that city's construe­
tion contracts for minorities,
was a form of r verse dis­
crimination and unconstitution­
al.
The decision, hile not af­
fec ing Federal set-aside
programs, does require a State
or Local government to estab­
lish that discrimination exist
whi in its jurisdiction before it
may tailor an affirmative ction
res'nonse to deal with the
speqnc problem.
