Special
Election
in doubt

HIGHLAND PARK -
Doubt is being raised as to
whether there can be a special
election for the Highland Park
treasurer to replace Lucille
Jones, who died last year.
A representative from the
Highland Park City Clerk stated
that city elections could not be
combined with school elections.
This means that Highland Park
would have to hold a special
election or wait until a state or
federal election.
The closest election of. this
kind would be held in 1990.
Councilman Frank Ross
favored waiting, noting that a
new election would cost a mini­
mum of $10,000 at a time when
the city is in debt to the state.
"The state will demand fiscal
responsibility," Ross said
Councilman Comer Heath
said, "The people should be al­
lowed to pick their treasurer,
just as they would in a vacancy
for councilor mayor."
On Jone's death, the assis­
tant treasurer, Patricia Ohler,
was appointed to act as
tr urer until such an election
eld.
Council President Linsey
Porter reminded the council
that they arc supposed to put on
the ballot a charter amendment
clarifying the city's residency re­
quirement. . The city had been.
varncd by the state that without
such a revision its residency re
quirement would no longer be
valid.
"I can't see waiting till 1990,"
he said.
Delaying the treasurer's
election would also put the fmal
seal of doom on Mayor Martha
G. Scott's efforts to get a
referendum on having the coun­
tyjail in Highland Park. City
council members previously
rejected her suggestion, arguing
. it was too expensive, but she ar­
gued it could be on the same bal­
lot with other issues.
The city council voted to
table the issue and look into it
further during later meetings.
