contracts can give preferred tre tment to minority

program point to the fact that for every $1 million in
contracts, the city loses between $150,000 and $250,000
m extra program costs. Blacks have good reason to
be worried. Last year, programs in San Francisco,
Mi . an and Richmond, Virgina were declared un
constitutional. A reverse decision could wipe out stale
and local minority programs throughout the country.
