As expected, Congressman
William H. Gray will take over .
. in January as the new chairman
of the House- Democractic
Caucus.
. Gray becomes the first
African Amen to break into
the Demoaatic hierarchy. He
handily defeated two opponents
to capture the leaduship posi
tion, which can be a stepping
stone to higher posts.
The cauc s serves as a
sounding board for House
Demoaats on policy issu� as
'an dvisory to the thinking of the
membership. The job allows the
chairman to help shape policy
for Democrats overall by
producing position papers. .
Gray, 45, a minister and
former history professor, was
first elected to the House in
1978. He became c.hainnan of
the important House Budget
Committees in 1984 and, in that
post, was perhaps the most
visible elected Black official in
the country. He had to relin
quish the budget post at the end
of the year because of a two-year I
limit. The Philadephia Con
gressman succeeds epresen
tive Richard Gephardt of Mis
souri as chairman of the caucus.
