PETROIT - The office of
Housing and Urban Develop­
ment (HUD) in W hington
r Iy I uncbed a nation-wide
program whereby HUD homes
are leased to organizations for
the annual sum 'of one dollar.
The home are then to
leased to the homel .
But there appears to be con­
fusion in the local office about
whether or not t e program is
mandatory.

Disposition Officer Richard
Haehl said HUD has an option
to execute this program or not
and th t Detroit HUD ha
chosen not to execute it at this
time. ,
Hachl said, "Vandalism is too
significant of a problem to do
any leasing at thi time." He says
if HUq finds some active
group it may do something like
that in the not-so-near future.
Haehl says for now HUD is
concentrating on utilizing
another program where homes
are sold to non-profit group for
90% of the as-is co t for use by
the homeless .. He says he feels
that if the properties are owned
rather than leased, the owner
are more likely to get the repairs
done a lot quicker.

said each HUD field office
operates a one-dollar leasing
program. He says any par­
ticip ting organization should
contact the area off e for
guidelines on the program.
Orton says whether or not the
program oper tes in Detroit
depends on the availablity of
properties. He aid this entails
the type of property being
sought, the kind of neighbor­
hood the house is in, also the
condition of the property. He
says .each office continu usly
updates its inventory on newly
acquired propertie .
