As attorney for the nine . plaintives, Smith charged the city was guilty of fraud, claiming Gordon, representing Mayor Scott promised the employees, • they could continue with her ad­ ministration, long they per­ formed their jobs, if they signed undated letters of resignation. Instead of honoring this promise, Smith said the Scott Administration used these let­ ters of resignation to terminate them by making it appear they had resigned of their own free will.
