the developers, who want their
projects supported by ample
public facilities, and to the tax­
payer, who won't be encum-
bered with the costs of im­
provements, Berman said
"The current practice of
local taxpayers bearing the
total cost of such improve­
ments as road widening and
expansion is unfair," the South­
field legislator said, y inten­
tion is to create a system
whereby the distribution of
costs and benefits are more
equitable."
