Effective October 1, 1986, the daily room rate, which include nursin care, the patient room and meal increased from $237 to $253 per day for pri­ vate rooms. Similarly, the daily care rate for mi-private rooms increa d from $222 to 237 per day. The rate adjustment. also affects ncillary services includ­ ing laboratory, x-ray, medical supplie and pharmaceuticals, The last rate increa e was instituted 17 month ago on May 1, 19 5 in response to a 300% increase in the hospitals' G malpractice liability insurance. Currently, the State of Michi­ gan pays 50 cents on the dollar for health rvice provided to dicaid patients. Although edicare payments from the federal government are better, it still falls short of the cost of the service, Wa rman noted. Proposed inere in Medi- care reimbursement rates for hospital was federally approved last year, but it i anticipated to be taken away by the Gramm­ Rudman Budget Deficit Reduct­ ion Act which calls for a 2% cut in payments to hospital . The result from underpay- ment by the state and federal government is a "shortfall" which mu t be recouped from other lOurces. "Unfortunately, the primary source is the p tient who pays his own bill and commercial in ranee companies," man said. The final factor cited in the current patient rate increase was the "full year impact" of intere expenses and debt repayment for the Pha I Con­ solidation building which open­ ed t the Medical Center in St. Joseph in February, 1986. Anderson is ROTC instructor r- BE TO HARBOR - Major John Lewi Ander on, retired from the United States Army, h been hired as the JROTC Senior Army Instructor for the Benton Harbor Area Schools. He ha erved twenty-two year with the United States Army. Major Ander on's most recent military assignment was with the Training and Doctrine Com­ mand Brigade and Battalion Commanders' Pre-Command School in Fort Jac son South Carolina. There he was respon­ sible for a program of training for selected colonels and lieutenant colonels prior to their assumption of command. He was directly resp nsible for in­ struction in leadership, motiva­ tion, communication ills stress mana ement counseling and other command related sub­ jects. His military education con­ sists of Infantry Officer Candi­ date School, Personnel School and the Command and General Staff College. He has, been an instructor at the Anchora e Community College in Ala a. ajor Anderson has a Bachelor's Degree from Coker College and a Master's Degree from eb ter College. ajor Anderson replaces Lieutenant Colonel Roger D. He will emphasize the basi concepts behind succes ful fundraising efforts and the tips and tactics needed to make fundraising easier, more rewarding, and more successful. . Effective onday, ovember 3, the Children's Department of the Benton Harbor Public U­ brary will be open in the eve­ nings. This expansion of ser­ vice has been authorized by the Library Board due to numerous requests from library patrons for longer hours in the Chil­ dren's Department. The Children's Department has been closed after 6: 00 p.m. since April 1979 because fmancial problems have pre­ vented adequate staffing of the Department.
