Sep ate hool for the rich and the poor are clearly a
violation of rnerica' democratic principle. But what about
parate program within the hool - the tracking sy em
which prepare me udent for higher education while
other are prepared for menial jobs? Is this a form of unequal
education?

ortimer Adler, Jacques Barzurn, Alonzo Crim, Charles
Van Doren and others, answer yes to this question. They
addre the is ue in a document called The Paideia Proposal:
An Educational Manisfesto (Mancmillan 1982). The member
of the Paideia group tate unequivocably that they are oppos
ed to multi-trac ing, a ystem which par tes udent
according to their so-called "ability". They call for the same
quality of education for all tudent .
On th i e of grouping and tracking in the schools, they
tate: • "If once there the tudent) are divided into the sheep
and the goat , into tho destined solely for toil and those
de ined for economic and political leadership . . . then the
democratic purpo has been undermined by an inadequate
sy em of public schooling."
People who support the tracking system do 0 with the
belief that orne children are in pable of learning certain
types of information. To this, the Paideia group answers,
"There are no unteachable children. There are only hools
and teachers and parent who fail to teach them."
Their call for educational reform states that in order to
have equal hooting, there must be the same objectives for
all udent - without exception. The Proposal presents
objective which ould provide all udents with an equal
education, and it pre nts a program which should accom
pli that objective. •
The Paideia Proposal is vitally important to minority
group , because the lower track in the hool are usually
filled with underprivileged children. The stigma attached to
thi b ck-of-the-bu kind of education may well be a root
cau of di ipline problems and the high drop-out r' te among
the d' dftnt ed.
