Baker, in Benton Harbor as part of ayor's Exchange Day said that though the city faced some 'big challenge" he i convicned that the city will survive and progress. Baker aid that he al had the chance of viewing some of Ben ton Harbor s redevelopmen t plans, which also made him confident of the city's future. The city ha great "potential", he id pointing out Benton Harbor's geographic feature, like the St. J 0 eph River and Lake Mi higan, Charlotte, city of about 8 500 residen ts said B er ha some of the same problems as Benton Harbor. One similar­ ity between the two cities, he said, was the need for addit­ ional revenue. Charlotte has considered the u of a city income tax to get additional revenue. Brown said that if the city opted to buy the loader the balance payment would be 35,000.
