comprehensive travel policy wa
adopted, August 26 by the
Benton Harbor City Commis­
sion, but a series of political
powerplays carried over from
the August 19 commi ion meet­
ing.
At the Aug. 19 meeting,
ayor ilce Cooke removed
from the agenda two items
concerning the travel policy,
stating he felt that in the case
of emergency travel by employ­
ees he should give the final
go-ahead. Cooke defied the
rest of the commission. in
removing the item stating that
it was within his right as chair
of the meeting to "control the
agenda".
At the Aug. 26 meeting,
Cooke had City Clerk argaret
Bowman read ction from
Robert's Rules of Order, to
upport Cooke's claim that in
the case of someone trying to
deliberately obstruct the meet­
ing by a challenge then the
chair has the right to deny the
challenge.
Commissioner Charles Yar-
\ brough reminded Cooke that all
commissioners, except Coo e,
were in favor of voting on the
matter at the Aug. 19 meeting.
Commissioner orval Weiss
read a portion of the city's
code book that states, "Any

Cooke re ponded later by
saying that there 3Ie too many
conflicts between the city's
codes and Robert's Rule of
Order.
Commissioner Bolin counter­
ed Cooke's comments by read­
ing another section of the
city code book that says that
Robert' Rules of Order is the
official authority for "the par­
liamentary practice and pro­
cedure of the commi ion. How­
ever, any conflict in authority
sh 11 be resolved by giving
priority to the following author-
-ities in the order listed: {l)
State and federal law; (2)
Charter of the city' (3) Code
of Ordinance' (4) Robert's
Rules of Order (Revi d,"
After the meeting, Cooke
added that the Code of Or­
dinances is ambiguous.
Cornmis ioner Yarbrough said
that there is a conflict in per­
sonalities, perhaps, but not a
conflict between the rule of a
commission meeting.
Commission critic George

ing, said that Cooke seek a
"dictatorship". Wysin er aid

mayor has the person thrown

In another matter the com­
mi sion heard from Community
Services Director illiam lilly
during a public hearing about
the submission of an appli­
cation for a Community
Developm nt Block Grand for
Fi cal Year 1985-86.
Lilly said that th appli­
cation eks $619,000, with
$200 000 slated for housing
rehabilitation. Lilly said that
in the past, th city has tar­
geted areas for housing re­
habilitation, but there are
people who are qualified to
receive a rehabilitation grant
that aren't in the target areas.
He aid that the city will now
be able to work outside of
target areas.
Another $100 000 is slated
for demolition according to
