The report by the fire mar­ shal's office ruled out the po lbility, raised by Police Cornmi ioner Gregore J", Sam­ bor and others, that OVE members t the blaze. Capt. Robert Drennen, Fire Department spokesman, said Tuesday the report indicates the "explosi on of file entry device cau d a container mark­ ed gasoline to ignite, result­ ing in the rue." The approved grant - from' the Economic Development Administration (EDA) - is for $500,000 to improve treets in three industrial areas in the city: Graham Avenue and Eighth St. on the city's north­ west side; S. Eighth St., near downtown; and in the south­ east industrial sector, S. Fair Ave. will be impro ed. The EDA will pay $500,000 the maximum allowable amount - and the city will fund $125,000. The approved grant appli­ cation will be used to improve residential streets and do sub- tructure work, such sewers. The $400,000 grant will be provided by the U.S. Depart­ ment of Housing and Urban Development (HUD) discret­ ionary funds. City anager Ellis Mitchell linked ayor Wilce Cooke's most recent junket to Wash­ ington, D.C., as the reason the city will get the grant. Mitchen said that Cooke talked to HUD Secretary Samuel Pierce, who, according to Mit­ chell, h funds set aside to award to municipalities if they show need for the fund. either Cooke nor Mitchell said which residential streets' will be targeted for the grant.
