po ibility of upcoming raids on
other Black townships.
Sebokeng To nship, like its
neighboring Black to nships
surrounding Johanne burg, is a
den ly populated urban aste
land of dirt streets, crowded
sh ck without running water,
and little or no police pro
tection for its residents. It
serve as a source of the labor
pool for South Africa's indu -
trial heartland, and a a holding
area for its unemployed resi-
dents. By w, the great
majority of its resident are
restricted to the confine of the
to nship except for time when
they h v officially-approved
busin else here.
Th anti-government riots
and other disturbances for th
past year h ve been largely
fueled by rising unemployment,
exacerbated by the fact that
Blacks are everely restricted
to certain occupations, and are
paid much lower wage than
are white for similar labor.
Fru tration have also mounted
after the go ernment's extension
of limited voting and re pre-
ntation rights to coloreds
(of racially mixed p rentage)
and Asian (of largely Indian
heritage) e rlier this year, with
the apparent goa] of splinter
ing tho group political sup
port for th nation's Blacks
who compri almo t 70 per-
cent of the population.
