investment in South Africa.
"This so-called, 'Swdedish
varsion' of the ban on new
investment in South Africa
amounts to le than 50 per­
cent of the oriiginal House
position, but has proven to be
an effective and enforcable tool
of Sweden' foreign policy! to­
ward South Africa," Gray said.
"My proposal represented a
meaningful compromise on an
issue that demands the' atten­
tion of all decent people. With
the Government of South Africa
murdering and terrorizing BI cks
who merely a pire to civil and
social justice the United States
ought to strongly expre its
unwillingne to provide further
supp rt f r apartheid."

Proxmire cornpromi . Gray's
proposal, made as "a motion
to recede to the Senate with an
amendment", was defeated by
the House. Conferees g, 7, with
Rep. Don Bonker Chair of he

deciding vote. If Bonker had
not -cast a negative vote, the
Senate would have b en re­
quired to re pond to yet
another attempt at meaningful
compromi e. Gray said, "It .
