Either it goes in October or it doesn't." Bids for the project are good only through October. If the project isn't ready to go by then, construction will have to be rebid. Though SMC1£ has been accused by city spokesperson of trying to stop the hotel project, attorney (or the group, Wendell Davi$ noted, "Our pri­ mary intention is not to hurt the project but to make sure there is equal justice in federal funding.
