test measured by the Leadership Con
ference on Civil Right .
Siljander ored a nine percent on his
civil rights voting record during the 97th
congre in n from January 1981 to
October 1982.

Garmire, the only announced Democrat
in the Fourth District race, took issue
with Siljander's voting record in recent
