"lnt nt" (or pian). _
Th meaning of the ord
intent (or plan) h always been
rather strang largely as a result
of its use in uch phrases as
crimin I intent, en ral intent,
constructive intent and
presumed in nt:
Intent h tr ditionally
been und rstood to include

The modem vie , ho -

limited areas of liability.

Intent was fully
explained by r; Justice
Christiancy and is a familiar law:
Is it true that drunkedness
cannot excuse a crime; it is also
true that a crime cannot have
been committed if. the intent
didnn't exist.
The intent (or plan) is
not in the wrongful taking of
property, for this might- be a
small tres ass or petty larceny,
instead of larcency from a
building.
It is the wrongful ta ing
of property with a major crim
plan. And if the, defendant fqr
any reason indulges no uch
intent, the crime cannot have
been committed. (Roberts ,V.
People, 19 Michigan Reports,
page 401, quoted in the year
1888).

Last ee rote about
on of the Food sump regulation
changes that began arch 1 ,
1979. That change dealt ith
maximum deduction of $80,00
from your income for all
housing costs (rent, utilities,
etc.) and/or child care expenses.
This ne regulation
varies from .the old because
before March 1., ctual costs of
housing and child care re able
to be deducted from your
incom. ,
Another change that
became effective is what is
• termed a Standard Deduction,
which is $65.000. That amount
is the same for all persons
applying for Food Stamps.
For those who wor
(He rned income"), 20% of
their gross income {before taxes}
will also be deducted in order to
determine eligibility.
So, there are basically
only two or thre areas of
possible deductions in order to.
determine if you are or are not
eligi Ie for the V.S.D.A. Federal
Food Stamp Program.
Overall, the change in
regulations will probably mean
that about O% of those once
eligible for th program will not

In my opinion, hile th
p t system as far more com
plicated and it as different in,
e ery state, I ber e it a
fairer program. It is obvious to
me that the people in
Washington 0 voted to chang
the system are not a are of the
y-rocketing food co ts that a
gallon of mil costs clo to
$2.00, that a dozen of eggs costs
.85, etc. .
Again I ould Ii e to
stress that these ne regulations
are federal chan and your
Berrien County Department of
Social Services Food Stamp
wor er has no control 0 r
them.
The only way we can
hope to chang the n
system into a more just
system is to write to our
elected officials in a h ington
and voice our opinion. If they
recei enough complaints,
they ·11 be forced to do
something about it.
