Stacey' (R-Berrien Springs) said

a Democrat-sponsored plan that
ould raise the state's personal
incomtt tax from 4.6 to 5.5

The plan, offered in the
form of a bill introduced by
House- Taxation Committee
Chairman George Montgomery
(D-Detroit), is in response to a
tax limitation ballot referendum,
kno n as the H adlee Amend­
ment, approved by voters in
ovember. Under guidelines
set up an the Headlee Amend-

state during the 1978-79 fiscal

Michigan's 1977 total personal
income. Total taxes would
then be limited to that
