for ways to support Israelis in 
need. The nonprofit organiza-
tion works alongside the Israeli 
Ministry of Health, CEOs 
of Israeli hospitals and IDF 
Medical Corps to determine 
the greatest needs and which 
experts to send out.
“We’re able to gather the 
right specialties in a moment’s 
notice,
” Goldshtein says.
All medical delegations that 
travel to Israel are fully record-
ed, mobilized and sponsored by 
APF, which relies on donations 
to fund its mission and efforts.
Healthcare professionals 
who sign up for the registry 
go through an extensive back-
ground check, which requires a 
letter of good standing, neces-
sary documents and a detailed 
history of their clinical back-
ground.
When a certain specialty is 
called upon, APF then arranges 
a Zoom meeting with potential 
candidates to determine who 
can go to Israel and when.
Not all registrants are Jewish. 
In fact, APF’s emergency medi-
cal volunteer registry is open to 
anyone who wants to help.
For the recent forensic 
pathologist delegation that was 

sent out, for example, APF 
enlisted the help of forensic 
experts with mass casualty 
experience who previously 
worked to identify bodies 
during the 9-11 terrorist attack 
in 2001.
During peacetime, APF is 
home to a flagship program that 
provides fellowship grants to 
Israeli physicians who travel to 
North America for a fellowship 
in training in their subspecial-
ty. Grants are also provided 
to physicians who complete 
their training and go back to 
Israel with the knowledge they 
obtained in North America.
It’s a longstanding mission 
that’s persisted since 1951, with 
the emergency medical volun-
teer registry first developed 50 
years ago to deploy APF volun-
teer doctors and nurses to Israel 
to help during the Yom Kippur 
War.
APF continues to seek out 
registrants willing and able to 
help in Israel. The organization 
anticipates an upcoming 
need for trauma surgeons in 
particular.
