Fran lived at Meer Apartments for 20 years and was proud to be known as “the Mayor of Meer. ” She is survived by her children, Dr. Randee and Dr. Robert Bloom of West Bloomfield, Mark Penskar of Orinda, Calif., Alan Penskar of Novi; sister, Marian Cohen of Scottsdale, Ariz.; grandchil- dren, Ashley and Peter Kenny, Caitlin and Brad Stulberg, Zack Bloom, David and Liane Penskar, Rebecca and Michael Gherini; great-grandchildren, Liam Kenny, Jack Kenny, Theo and Lila Stulberg. She will be missed dearly by all who knew and loved her, grateful for the amazing life she had and how she shared her joyful spirit.
