MARKS, 65, of Chevy Chase, Md., passed away on Nov. 28, 2015. He was born in Dayton, Ohio, and resided in Washington, D.C., for the past 40 years. He was the brother of Ronni and Andrew Smulian, Judy and Jeremy Cohen, Michael and Patty Bank, Amy and Todd Franklin, and Katherine and Larry Garland. He is survived by many nieces and nephews.
