The security of this population is indeed con- trolled by the Israeli army; however, the civil administration is totally controlled by the Palestinians. Area C: Although the largest of the three areas, only a meager 4 percent of the Palestinian population in Judea and Samaria live there. Both the security and civil administration of this area are con- trolled by the Israeli army due to the fact that all of the Israeli settlements as well as the Jordan Valley and the Judean desert are located there. The Israeli military presence in areas B and C is absolutely essential in order to protect the safety of Israeli civilians who live in the settlements as well as anywhere else in the country, including Tel Aviv. Sadly, without such a presence, all of Israel's citizens would be placed at mortal risk by Palestinian terrorists from Judea and Samaria.
