Using your fingers, peel the peppers by rubbing off the charred skin (you may do this under running water if you like — don't worry if the peppers tear while you peel them). Remove the stem and seeds from the peppers. Set aside. Meanwhile, heat the oil in a soup pot over medium-high heat. Add the chopped onion and garlic, and cook stirring until the onions are softened, about 8 minutes. Add the flour, and cook stirring frequently for another 3 minutes. Remove from the heat, and let cool a few minutes. Transfer the mixture to a food pro- cessor or blender. Add the peppers and 28 oz. of the diced tomatoes with juices to the processor or blender, and process or blend the mixture until smooth. Transfer back to the pot, and bring to a boil. Add remaining ingredients, (including the petite diced tomatoes for texture) to the pot. Reduce heat to simmer, and cook for 30 minutes. Keep warm until ready to serve. Adjust salt and pepper to taste before serving. Makes 8 servings.
