This is the time of year when your stomach starts churning. The weather is generally, miserable and you know
with every mail delivery comes more bills. One of the most hated bills is the one for your impending property
tax. It's a typical form notification with the heading: THIS IS NOT A TAX BILL."
In reality, it's an early warning from the assessor's office of a probably increase in your property tax and you
only have 14 days to appeal. The assessor, by design doesn't give you much time so you're left in a quandary,
