the Financial Decision-Making
Rating Scale. It includes questions
designed to uncover whether a
person may be under undue influ-
ence, psychologically susceptible to
outside pressure or unable to make
sound, rational financial decisions. If
an individual's competency is in
question, he advises a thorough
assessment by a trained medical pro-
fessional to determine what type of
support is best for the individual.

under- and over-protection:' he said.

Medicare Fraud
Medicare fraud, which can take
several forms, leads to higher health
care costs for everyone and can even
prevent individuals from receiving
benefits to which they are entitled.
Some examples are healthcare pro-
viders who bill Medicare for services
or equipment that were not received;
a Medicare card or number used by
someone other than the beneficiary
to obtain medical care, supplies or
equipment; or companies offering
medical or drug plans not officially
approved by Medicare.
Carefully reviewing Medicare
claim forms and asking the provider
about any suspicious charges is one
way to reduce this kind of fraud. For
those reluctant to question or report
a physician, there are several agen-
cies that will help patients report
their suspicions anonymously and
confidentially (see box).

Seeking Help
There are resources within the
Jewish community for those
affected by elder fraud, including
Jewish Detroit Seniors, a telephone
referral program sponsored by the
Jewish Federation of Metropolitan
Detroit, and Jewish Senior Life
(JSL), a Federation agency devoted
to helping senior citizens in a vari-
ety of capacities, including financial
exploitation.
"It [elder fraud] can happen to
anyone. We've seen it, and it's hor-
rible said Tracey Proghovnick, JSL
director of information and refer-
ral, who attended the screening of
Glasner's film. "This is a reminder
to keep my eyes and ears open when
working with this population7
