move, but he is still actively in-
volved in all things Detroit."
Carroll said there's too much go-
ing on in Detroit for one person to
handle.
"There's tons of parking issues,
and there's financing issues, deciding
which building to do — and every
day, people are calling with ideas."
His title allows him to champion
other projects, including solving
the shortage of Downtown parking,
workforce development and charity
work.
"I still have responsibilities, but I
have a little leeway," he said.
His relationship with Gilbert is still
strong, but it's changed.
"I used to be his right-hand man,"
Carroll said. "Now he's got 20 right-
hand men. I know his business
philosophy and style very well, and
I fashion myself as a bit of a coun-
terpoint to that.
"It's healthy to have a good mix of
aggressive, action-oriented people,
and have some conservative folks,
and everywhere in between," he
added.
"As a whole, we're more aggres-
sive. I fulfill a role as counterpoint. I
like to argue a point for the sake of
argument. We have a saying, 'It's not
who's right, it's what's right.'
"At this point, about a third of my
time is on Quicken Loans, the rest
is administrative," he said. He also
does mostly local and state govern-
ment relations.
When the mortgage crisis hit in

2008, having someone concentrat-
ing on Washington became crucial.
"David handles Detroit; I handle
Washington," said Shawn Krause, an
executive vice president at Quicken
Loans, who has worked with Carroll
since they started at Rock Financial
within a week of each other.
"We've always worked together
because he's always helping Dan or
giving advice," she said. "We bounce
things off each other all day long
— about politics and regulation and
everything else.
"One thing about David is the posi-
tive attitude that's reflected in his

"That's what he always says when
we walk out of a meeting — even
when you're really not," she said.
"I have never seen the guy in a
bad mood in 21 years. He is like
Switzerland. He's the most neutral
guy. He will take all the information
and make an informed decision
based on the facts. And he doesn't
get emotional about it. He's passion-
ate about Detroit, and not just the
Downtown area.
"We are working on the neighbor-
hood and helping neighborhoods to
come back, and workforce training,
not just focusing on the business,"
she said.
"David wants to make sure as a
company that we're working on the
other side of it, too, to help the ac-
tual people that live in Detroit, not
just getting people down to work
there." E
