local agencies for equipment replace-
ment and facility repairs.
But it would be wrong to think that
decreased campaign allocations tell
the whole story. On top of the almost
$32 million in campaign allocations,
other initiatives by the Federation and
Foundation helped raise and direct
an additional $25 million for local
programs, with more than $21 million
coming from support foundations, phil-
anthropic funds, restricted funds and
planned-giving vehicles.
Money also was raised for capital
campaigns, such as the one for the new
Berman Center for the Performing Arts
at the Jewish Community Center in
West Bloomfield.
For example, looking only at the
Campaign and Challenge Fund alloca-
tions to Jewish Family Service (JFS), it
appears they received almost $500,000
less this year. But factoring in a spe-
cial staffing grant from the campaign,
together with donor-directed dollars
and other funds marshaled by the
Federation, funding decreased by just
$60,000.

Targeting Young Adults
Another thing that doesn't show up by
just looking at the allocations numbers
is the increased emphasis on projects to
engage young adults.
"When you look at just the allocation
of campaign dollars, you are not seeing
the breadth and depth of Federation
nor how Federation as an organization
is operating': explains Howard Neistein,
Federation's chief administrative officer.
Looking beyond the allocation
numbers, he says, you would see a new
department area focused on young
adult engagement. This new Federation

Ethnic Media Network
New Michigan Media and WXYZ-TV
ABC's Detroit 2020 have announced
a partnership. The two Detroit-area
media companies will collaborate and
share resources in a joint effort to make
a positive impact on news coverage of
the region.
WXYZ-TV's Detroit 2020 program
covers issues and stories essential to
a better understanding of the Detroit
Metro area. New Michigan Media is the
network of ethnic media in Michigan,
including the Michigan Chronicle, the
Arab-American News, the Latino Press,
the Jewish News and the Korean Weekly

department, which does not yet have a
name, will combine CommunityNEXT,
YAD (Young Adult Division) and
Birthright Israel.
"Federation is the central address,
but a community needs to look at all
of its parts': Blumberg says of the plan-
ning and allocations processes. "You
can't have tunnel
vision because
the commu-
nity is a holistic,
breathing thing
where everyone
interacts:'
Last year,
Detroit was
part of a pilot
program of

North America
that gave the entire community a role
in the allocations process through an
online exercise that allocated a limited
amount of dollars based on community
responses. The Federation is looking for
ways to engage the community using
technology.
"We wanted to hear from people
we might not hear from otherwise':
Neistein said. "We will be looking to
broaden that conversation in a way that
they can have an impact on decisions
that are made.
"We are living in a global digital
world, and we have to find ways to
communicate with a community that
talks that way:'
"It was an amazing reflection that
people are really quite intelligent and
educated about what the needs are in
our community' Bloom said. "And it
was a very nice validation that we are
in line with what the community wants
from us:' I I

the narrative on Detroit by bring-
ing to light all facets of life in the
city' said Hayg Oshagan, director of
New Michigan Media and director of
media arts and studies at Wayne State
University. "The partnership will focus
on the many important stories which
better define a revitalizing Detroit, and
place special emphasis on the contri-
butions of ethnic and racial minorities
to this process."
Detroit 2020's senior executive pro-
ducer Glenn Bar said, "Through our
partnership with NMM, Detroit 2020
will highlight some of those stories that
