U.S. Aid To Israel Delayed
WASHINGTON (JTA) -- United States
military aid to Israel for 2011 has been
delayed for three months.
The more than $3 billion in military
aid, one of the largest amounts ever
earmarked for Israel, includes grants
to upgrade the Iron Dome and Arrow
anti-ballistic missile systems.
The delay is a result of the Obama
administration's difficulty in passing
the 2011 U.S. budget, which forced the
president to sign a presidential order
extending the current budget through
March. Until then, funding for the bud-
get will be disbursed on a month-to-
month basis.
Israel usually receives its aid in a
lump sum, 30 days after the U.S. annual
budget is signed by the president.
Because of this year's delay, the Israeli
business daily Globes reported, Israel
stands to lose millions of dollars in
interest payments.
Israel received $2.4 billion in the 2010
U.S. fiscal budget. The 2011 budget is
set to include, among other things, an
additional $415 million to build and
operate anti-missile systems, $25 mil-
lion for immigrant absorption and
$2 million for the U.S. Department of
Energy's energy research cooperation
program, according to Globes.
The new Republican leadership in
the House of Representatives includes
many opponents of foreign aid.

Bus Ad Rejected
SEATTLE (JTA) -- Advertisements
about "Israeli war crimes:' slated to be
carried by buses in downtown Seattle,
have been rejected.
On Dec. 24, King County Executive
Dow Constantine ordered the Metro
Transit system to reject the ad as well
as any other new noncommercial
advertising.
The Seattle Midwest Awareness
Campaign had paid $1,794 to place the
advertisements on 12 buses beginning
Dec. 27, the day Israel entered Gaza
to stop rocket attacks on its southern

communities. The ads feature a group
of children looking at a demolished
building under the heading "Israeli War
Crimes: Your tax dollars at work."
A group known as the American
Freedom Defense Initiative also had
submitted two advertisements to the
Seattle transit company to counter
the original ad. Constantine ordered a
review of the transit system's advertis-
ing policy. Under the current policy,
advertisements are accepted for Seattle
buses so long as they do not publicize
pornography, alcohol or tobacco, and so
long as the images and material used
don't interfere with public safety or
incite a riot. Constantine said Dec. 24
that the proposed ads presented "sig-
nificant security concerns."
"Given the dramatic escalation of
debate in the past few days over these
proposed ads, and the submission of
inflammatory response ads, there is
now an unacceptable risk of harm to or
disruption of service to our customers
should these ads run:' Constantine said.
Ed Mast, spokesman for the Seattle
Mideast Awareness Campaign, said his
organization "will take action to keep
our message alive." He did not specify
whether that action would include a
lawsuit.

Selling, Renting
To Non-Jews
JERUSALEM (JTA) -- Up to 50
Conservative rabbis signed on to a reli-
gious responsa that says it is permis-
sible to rent or sell homes to non-Jews
in Israel.
The Dec. 20 statement counters a
rabbinic ruling signed by about 50
Israeli municipal rabbis that prohibits
the same.
Written by
Schechter Institute
President Rabbi David
Golinkin, it examines
the issue from biblical
sources to modem
opinions.
It concluded:" (A)
ccording
to Jewish law,
Rabbi Golinkin
it is perfectly permis-
sible to sell or rent houses to non-Jews in
the Land of Israel for all of the reasons
cited.
"Finally, if we are concerned that
certain areas of the country such as
the Galilee need more Jews, we must
achieve that by Zionist education, not
by discrimination. If there is concern
that blocks of apartments are being
bought up by Iran and Saudi Arabia,
then the government of Israel must
deal with this national problem."
