Yes, there's a fine line between anti-
Israel chants protected by free speech
and anti-Semitic canards that strike
fear in Jewish students and impair
their ability to join in and benefit
from campus life. But what's the
recourse in those rare instances when
Jewish students are subjected to high-
octane anti-Semitism?
So it's important that the law itself
clearly give Jewish students redress.

The walls aren't crashing in for Jewish
students. Says Tuchman: "Generally
speaking, they are doing well on their
campuses and Jewish life is flourish-
ing."
But to let down our guard and think
a little dose of anti-Semitism isn't that
bad is just plain foolish.
The Education Department under-
scores that just disciplining anti-
Semitic bigots may not change a hos-
tile climate for Jewish students.
Other suggested remedial steps
include counseling offenders, reaf-
firming school anti-discrimination
policies, publicizing how students can
report harassment, training instruc-
tors to recognize anti-Semitic acts and
creating a series of programs to teach
students about the history and dan-
gers of anti-Semitism.
Laudably, the OCR says to not only
end harassment, but also prevent its
recurrence, singled-out schools must
reject silence and publicly label the
incidents as anti-Semitic.
Ultimately, Jewish students who
are being harassed, intimidated or
discriminated against at their schools
— and some are — should have the
same legal recourse that other ethnic
and racial groups have since enact-
ment of Title VI in 1964.
The combined effect of the newly
clarified impact of Title VI and the
explicit protections afforded by the
Specter-Sherman bill would provide
precisely that.
