Don Cohen Special to the Jewish News R elating his experiences as an Israeli negotiator in the Oslo peace process in the 1990s, University of Utah Law Professor Amos Guiora asked, "How do you implement a thought into a practicality?" It has to do with how the parties view the future and each other. "We were try- ing to move ahead toward a Palestinian state, and they were stuck in an occupied/ Amos Guiora occupier relation- ship',' he said. Another problem, he said, was, "How do you negotiate if leadership is incapable of making concrete deci- sions, and there is a lack of a clear mandate to make those decisions?" Guiora, a citizen of Israel and the U.S. who grew up in Ann Arbor, spent 19 years as a lawyer in the Israel Defense Forces before returning to the U.S. in 2004. He addressed a StandWithUs-Michigan gathering in Franklin on Nov. 7. StandWithUs is a Los Angeles-based international pro- Israel advocacy organization with a volunteer-run Michigan presence. Negotiations are now compounded by llamas, the terrorists controlling Gaza Strip. Calling Palestinian Authority President Mahmoud Abbas, who gov- erns the West Bank, "like your favorite uncle, a really nice guy',' Guiroa doubted he had the authority or ability to deliver his Fatah Party, let alone Hamas, which is committed to Israel's destruction. He spoke about college campuses ("De-legitimizers are better prepared for the dialogue than the Jewish kids"), Egypt ("Will the army be as loyal to President Mubarak's son Gamal as to the father?") and Iran ("No Israeli prime minister or popu- lace can live with a nuclear Iran"). The failure to free kidnapped Israeli soldier Gilad Shalit, held by Hamas for more than four years, "is an intelligence failure of magnitude,' Guiora said.
